In 3G, mobile core was very bulky and complicated. When designing LTE, the 3GPP tackled the complexity by collapsing several functions and simplifying the overall architecture that was renamed evolved packet core (EPC). It was actually Starent Networks, acquired by Cisco in 2009, that pioneered the design of a purpose-built packet core platform from scratch involving more and more software rather than repurposing existing router components to make a GPRS gateway support node (GGSN), paving the way for what is now compact EPC mainstream.
